Career – CEO, BCDA
Perez joined the BCDA in 2005 as an internal auditor for the Subic-Clark-Tarlac Expressway (SCTEX) Project Management Office. He then became a senior finance officer for the same project, where he was involved in the financial management, budgeting, accounting and auditing of the SCTEX operations. In 2010, he was promoted to department manager III for the Financial Management Services Department of BCDA, where he supervised the financial planning, treasury, accounting and internal audit functions of the agency.
In 2013, he became a project manager IV for Business Development, where he contributed to the generation of around P200 billion in contract revenues from various real estate development projects such as Bonifacio Global City, Mckinley Hills, Newport City and New Clark City. He was also a key member of the team that conceptualized and master-planned the 9,450-hectare New Clark City, the Philippines’s first smart, green and disaster-resilient metropolis.
In 2016, he was appointed as vice president for Business Development, where he spearheaded the creation and adoption of the BCDA Guidelines for Joint Ventures, Sales and Leases for the disposition of assets, streamlining and facilitating ease of doing business in BCDA. He also directly managed world-class sports facilities at New Clark City such as the Class 1 Athletics Stadium and Aquatics Center and Athletes’ Village, which were completed in an 18-month record time.
In 2019, Arrey Perez played a major role in organizing the Southeast Asian Games as the deputy director general for Athletes’ Village and Games Safety and Security. He successfully managed the accommodation and housing requirements of 1,800 athletes from participating countries.
He also led different BCDA COVID-19 task forces that implemented the establishment of isolation facilities in various BCDA properties. To date, around 14,000 COVID-19 patients have been admitted in these facilities. He also led the task force that managed the highly successful PBA bubble in Clark. He co-led the Oplan Kalinga Task Force which is a program of the National Task Force against COVID-19 to isolate COVID-19 positive patients from communities. To date, around 75,000 COVID-19 patients have been isolated by this task force.
On September 15, 2021, President Ferdinand Marcos Jr. appointed Perez as the new president and CEO of CIAC. He also became a member of the CIAC Board. He is expected to bring his corporate skills, business acumen and inclusive leadership to CIAC to transform the Clark aviation complex into a world-class hub for aviation-related businesses.
